NOTICE OF PUBLIC HEARING - LEGAL NOTICE

PLACER COUNTY AIRPORT LAND USE COMMISSION (ALUC)

NOTICE IS HEREBY GIVEN that the Placer County Airport Land Use Commission (ALUC) will conduct a public hearing on the date and time noted below, on a request from the City of Lincoln Development Services Department to review the proposed Village 7 Specific Plan Minor Amendments for a determination of consistency with the Placer County Airport Land Use Compatibility Plan. The proposed Village 7 Specific Plan Minor Amendments requires a mandatory ALUC review under California Public Utilities Code Section 21676(b).

The applicant, Lincoln Land Holdings, LLC., is requesting a Specific Plan Minor Amendment to modify the Village 7 Specific Plan Land Use Plan to accommodate the Western Placer Unified School District preference for an alternative elementary school site. The proposed amendments would modify the Land Use Plan to move the elementary school site from its approved 11.6-acre location south of Ferrari Ranch Road to a 16.6-acre location north of, and adjacent to Ferrari Ranch Road, which is currently designated Medium Density Residential. The Medium Density Residential units will be transferred to the former school site south of Ferrari Ranch Road. This relocation would also allow for a portion of the new school site to serve as public park site pursuant to a joint use agreement between the school district and the City. As a portion of the new school site will be used as a public park, this will also require a modification to the current 18.6-acre community park; a portion of that site is proposed to be designated Low Density Residential.

The adopted 2021 Airport Land Use Compatibility Plan as amended identifies noise, safety, airspace protection, and overflight policies and requirements applicable to new development surrounding Lincoln Regional Airport. In August 2013, the ALUC determined that the Village 7 Specific Plan and as amended in September 2016 was consistent with the Airport Land Use Compatibility Plan subject to a residential overflight notification condition. The Village 7 Specific Plan Minor Amendments will have no impact on airport land use compatibility. ALUC staff will recommend that the ALUC find that the proposed Village 7 Specific Plan Minor Amendments are consistent with the Airport Land Use Compatibility Plan subject to the previously recommended overflight notification condition.

The public may participate in the public hearing by accessing the link that is listed on the agenda. If the Zoom connection malfunctions for any reason, the Board of Directors reserves the right to conduct the meeting without remote access.
