The

Americans with Disabilities Act (ADA) requirement for
complementary paratransit service. The vehicles are equipped
with a cellular phone, which allows passengers to contact the
drivers directly for demand-response service.
Auburn Transit is based around the Auburn Multi-Modal Station
located on Blocker Drive near Nevada Street. The Auburn
Multi-Modal Station provides a transfer point from Auburn
Transit to Placer County Transit, Nevada County's Gold County
Stage, and CTSA service.
Western Placer Consolidated
Transportation Services Agency
(530) 823-4030
The Western Placer Consolidated Transportation Services Agency (WPCTSA)
is the designated provider of elderly and disabled transit
services in western Placer County.
Since June 2008, members of the Transit Operator Working Group (TOWG), Seniors First and its key partners have been working with WPCTSA staff to define the terms and conditions for the three pilot programs: Non-Emergency Medical Transportation; Volunteer Door-to-Door Transportation; and Transportation Vouchers.
The three Pilot Programs are intended to provide CTSA transportation service for elderly persons and persons with disabilities who are residents of Placer County and who are not able to use conventional public transit services operating within western Placer County. Each pilot program responds to a unique transportation need not otherwise currently met or met well within a prescribed service area. The term for each pilot program would be two calendar years: from January 1, 2009 to December 31, 2010. Based on the effectiveness of the pilot programs, a recommendation would be made at that time as to whether or not to continue the program(s), and what changes might be made to improve them.
In summary the three pilot programs are:
- Non-Emergency Medical Transportation
Seniors First provides non-emergency medical transportation services, known as “Health Express”
- Volunteer Door-to-Door Transportation
The volunteer door-to-door transportation service is intended for individuals who are not able to use conventional public transit services.
- Transportation Vouchers
Seniors First to serve as transportation coordinator in managing the transportation voucher program, be responsible for evaluating and approving (or not) each voucher request, and finding the most reasonable and affordable transportation provider if public transit and other options are not available, not appropriate or not affordable;
Transportation vouchers are intended as a funding mechanism to ensure essential last resort non-emergency medical transportation needs of elderly persons and persons with disabilities who would otherwise have no means of transport are met. Users are matched with the most appropriate mode of transportation and that voucher funds are used when all other resources have been exhausted; and
Emergency medical requests will not be considered in the Voucher Program.
Effective January 2, 2009, the non-emergency medical transportation program, the transportation voucher program, and the volunteer transportation program will be administered through a new public / private partnership between the Western Placer CTSA and Seniors First, Inc.
